Summary

The primary purposes of this Chapter include the following: Reduce traffic congestion in Sutter and Yuba Counties by reducing both the number of vehicular trips and the vehicular miles traveled that might otherwise be generated by home-to-work commuting. Reduce or delay the need for major transportation facility improvements and reduce congestion by making efficient use of existing facilities. Increase the average vehicle ridership (AVR) during the weekday work commute period (“peak period”).
