Operating Area Types:Coverage area to be urban perimeter of operation of the service provided by operator.
The proper way to park bicycles and self-propelled electric mobility equipment must: I - preserve at least 1.5 m for free movement of pedestrians; II - preserve free access to entrances and exits of establishments; III - preserve free access to shared bicycle stations; V - preserve the circulation space for all types of vehicles; V - Preserve the vacancies of the Revolving Public Parking System - Zona Azul. Each Micromobility Operator shall deploy and maintain at least one dedicated space, according to the parameters defined in the Single Annex, for each 10 (ten) equipment, whether bicycle or self-propelled electric mobility equipment in operation, located in roads and public places, with all implementation and maintenance costs.

Fare Regulation:
Micromobility Operators are free to set the price for the services provided that users are properly publicized regarding the amounts, form and specificities of collection. The freedom to set prices for the services provided does not prevent the Municipality, in accordance with current legislation, from exercising its powers to supervise and repress unfair and abusive practices committed by Micromobility Operators.
Connection to Other Government Goals:
The micromobility services must observe the following guidelines:
I - desirable stimulation of integration with other transport networks, especially the municipal public transport system;
II - integration, when possible, with the cycling infrastructure, favoring places near the cycling network;
III - incentive to the development of new technologies that improve the use of micromobility services;
IV - offering services that are simple to use by the user, with readable information that is easy to understand and operable;
V - incentive to short distance and duration trips;
VI - promotion of road safety;
VII - promotion of urban planning;
VIII - encouraging the democratization of the use of micromobility services;
III - make available the micromobility service based on the concepts of citizenship and urbanity, observing in its entirety the laws of traffic and urban planning;
Safe Infrastructure Requirements:
The following items should be noted:
a) Implementation: the dedicated parking space and its respective extension of the tour must be implanted in roads that have parking space;
b) Dimensions: The width of the sidewalk extension should be the same as the existing parking strip, while its length should be sufficient to:
b.1. preferably occupy a parking space; b.2. preserve a visibility distance of at least 5 meters from the edge of the free transverse alignment; b.3. maintain alignment with the crosswalk ride;
c) Universal Accessibility: Pedestrian access ramp shall be performed according to NBR-9050;
d) Pavement: construct a sidewalk preferably using the same coating as the adjacent sidewalk;
e) Height of the ride to be performed: the height of the roadbed in relation to the existing ride must be observed. In the case of a roadbed above the existing ride height, choose another location for the vacancy, or ask the Department of Conservation and Public Services for a joint solution for the proposed area.
f) Drainage: drainage should be observed in the area of implantation, if there is any element of drainage network as interference, should choose another place for implantation of the vacancy, or request to the Department of Conservation and Public Services joint solution for the proposed area.
g) Horizontal Signage: The dedicated parking space shall be signposted according to Figure 1, preserving at least 5 meters from the edge of free cross-road alignment to protect pedestrians' visibility and access area.
h) Totem: Identification of Micromobility Operators is allowed in a totem deployed in dedicated positions. The standard dimension of this totem pole should be 180 cm high by 30 cm wide, with a maximum depth of 15 cm, in compliance with the city's urban planning provisions.
Government Parking Requirement:
Preferably, promote strategies that incorporate aspects of social equity;
Operators are responsible for adopting permanent measures and carrying out educational actions to encourage users to comply with the rules on the correct circulation and use of public parking spaces; set the price charged for the service, previously presenting the values to the user through the application or communication technology base.

Data Requirements:
The Micromobility Operator shall periodically share with the Municipality of Fortaleza the data necessary for the control, analysis and evaluations of the micromobility services, ensuring the privacy and confidentiality of users' personal data.
All movements shall be recorded and stored and shall include regular travel movements and accident data reported in the systems;
