Operating Area Types:
Distribution requirements in place as follows:
At least of 30% of scooter fleets (min 600) must be distributed throughout the Areas of Concentrated Poverty in Minneapolis (North, NE, South)
No more than 40% of scooter fleets (max 800) may be distributed to downtown and the surrounding neighborhoods (North Loop, DT East/West, Elliot Park, Loring Park)
The remaining 30% can be distributed according to companies approved application
No riding on sidewalk; ride in bikelane or with traffic.
Don't block pedestrian pathways; park upright; do not park on private property; park near curb when possible
State Standard
MN statute: has handlebars, stood on or sat on by operator; 2 wheels; no more than 12 inches in diameter; max speed 15mph.Maximum fleet permitted within jurisdiction: 2,000
Maximum fleet permitted per provider: 500
Initial maximum of 2,000 scooters in Minneapolis, with between 2-4 companies participating in the pilot. This number may be increased or decreased during the pilot, with the number of scooters operating in the city adjusted based on levels of demand and other considerations, such as safety incidents and frequency of customer and citizen complaints.

Safe Infrastructure Requirements:
The City of Minneapolis has launched a mobility hub pilot program to increase access to convenient, low or no carbon transportation options, including transit, shared scooters and Nice Ride bicycles.
Equity Requirements:
Operators are responsible for on-going user education regarding proper operational and parking procedure, such as: Wearing a helmet. Not riding on the sidewalks. Ride in a bike lane or with traffic. Yield to Pedestrians.
