Summary

A general ordinance amending the Revised Code of the Consolidated City and County by adding new Secs. 431-801 et. seq, regarding complete streets.

In 2012, Indianapolis, Indiana adopted a “Complete Streets” policy as a guiding principle for city infrastructure. Indianapolis’s policy has scored the highest of all communities based on ten policy quality measures by Smart Growth America and the National Complete Streets Coalition. The policy defines complete streets as, “[S]treets that are designed and operated to enable safe access for all users, in that pedestrians, bicyclists, motorists and public transportation users of all ages and abilities are able to safely move along and across a street.”
