A bicycle, as that term is defined in section 431-601; An electric bicycle shall mean any bicycle equiped with a motor that provides assistance when the rider is pedaling, and that ceases to provide assistance when the electric bicycle reaches 20 mph or a bicycle equiped with a throttle=actuated motor, that ceases to provide assistance when the electric bicycle reaches 20 mph
Operating Area Types:
City wide, with specific zones for additional attention: Systems operating between 151-300 dockless devices shall place no more than 75% of their fleet in High Utilization Zones and shall place no less than 10% of their fleet in Access Zones. Systems operating between 301-1000 dockless devices shall place no more than 65% of their fleet in High Utilization Zones and shall place no less than 10% of their fleet in Access Zones.

Required: leaves at least 4 feet of unobstructed passage in the public right of way, which shall be documented by a suitable photograph taken by the user upon conclusion of the ride if there is no permanent docked station for the device; May be parked in the grassplot, but may not be parked in any landscaped areas; shall be parked at a bicycle rack or docking station, if available; parked in an upright manner. Prohibited: any way to obstruct transit infrastructure or public right-of-way, where parking blocks accessibility pursuant to ADA, bike stations, or bus operations; any loading zone; any accessible parking zones or spaces for people with disabilities; any street furniture that require pedestrian access; any curb ramp; any entrance or exit from a building; any driveway; and any raingarden and/or drainage facilities.

Max 6 liscensed operators at a time, max 1000 devices permitted (both bikes and scooters together)
Minimum Operating Requirements:
3/day; Operators may apply for incremental increases of up to 250 dockless devices per month provided that ridership exceeds a MUR of three for the preceeding month.
If ridership falls below a MUR of 2 in the preceeding month, the Operator must immediately remove dockless devices from service.
Dockless devices in Access Zones shall not be included in the Operators MUR calculation.
