Operators may be allowed to add up to an additional 2,500 vehicles in disadvantaged communities; Operators may also be allowed to add an additional 5,000 vehicles in DAC’s within the San Fernando Valley. Vehicles deployed in these communities will have a discounted rate of $39/vehicle.

Fare Regulation:
Reduced Fare TAP card holders are eligible for discounted Metro Bike Share 30-Day and 365-Day passes.

Program is part of a broader effort to understand dockless, on-demand technology; aims to allow the City the tools to make informed, data-driven decisions to ensure transportation options that are safe and deliver on the City’s goal of socioeconomic and racial equity
Every Vehicle equipped with a locking mechanism to lock to a fixed object preferably a bicycle rack, or shall have smart technology equipment to prevent theft, technology identifying vehicle is upright and properly parked
Equity Requirements:
Operators required to submit an Equity Plan, which includes at a minimum: Detailed criteria of plans offered, including a cash option, non-smartphone option, and a low-income plan; Plan for low-income customers that include waiving any hold deposits and unlimited free trips under 30 minutes in duration; Plan to verify low-income status. All Operators must have a cash, non-smart phone payment, and reservation option available. All Operators must submit a quarterly report with all outreach conducted to educate customers on these options. Providers must also provide a quarterly report of the usage-rates for each of these options. If Providers wish to operate more than 3,000 vehicles, they have the option to increase their fleet size by up to 5,000 in disadvantaged communities (DAC) in the San Fernando Valley and/or up to 3,000 in any qualifying disadvantaged community citywide. In addition, LADOT requires Providers to establish payment plans for low-income households, non-smart phone payment and booking options, and cash payment options.
Operators required to complete a Community Engagement Plan, Parking, & Equity plans. Every Vehicle required to have unique identifier that is readily visible;
Operators must also submit screenshots that illustrate how customers will be notified of the following information:
1. Riders are encouraged to wear helmets
2. Riders must obey all traffic laws
3. Proper parking procedures
