Maximum Speed

The maximum speed of electrically assisted bicycle type devices shall be 25 km / h

Operating Area Types:

During the pilot test the polygons established for it will be mandatory and the rest of the municipal territory will be restricted polygon.
At the end of the pilot test and beginning the ordinary operation of the operators, the entire municipal territory shall be established as an optional polygon. The operator must submit his proposal to the Directorate for approval.

Areas Where Operation is Prohibited:
  • Sidewalk
  • Footpaths

The circulation of the devices will be carried out only in the direction of transit; Traffic on controlled access roads, tunnels, vehicular bridges, and overpasses is prohibited, unless they have a cycling infrastructure. It is strictly forbidden to drive on sidewalks and any pedestrian zone.

All operators are required to provide exclusive parking spaces. Parking of bicycles in network and / or STIR devices is permitted in:
1. Exclusive drawers intended for it duly marked.
2. In all car parking spaces that are not exclusive and that do not have a parking meter or are part of the “Here there is place” program.
3. Spaces within private property prior agreement with the owners of the private property.
It is prohibited to park bicycles and / or STIR devices in: 1. Benches and pedestrian spaces 2. Obstructing any passage or pedestrian access.3. Obstructing vehicular access.4. In exclusive places dedicated to different purposes of parking bicycles on a network or STIR 5. Vehicular traffic lanes.6. Emergency exits and hydrants.7. Concentration zones; or delimited by civil protection protocols. 8. Access to mass and semi-mass public transport stations13. In obstruction of street furniture and traffic control devices.14. Motorcycle drawers.15. Areas of environmental and / or cultural value.16. Natural areas.17. Federal Areas. Operators offering bicycles without anchorage must request authorization from at least 0.45 linear meters of exclusive parking spaces on public roads for each bicycle they operate.
Operators offering individual network transport devices must request the authorization of at least 0.30 linear meters of exclusive parking spaces on public roads for each device. Exclusive drawers must be paid according to the Current Income Law.

Fleet

Maximum fleet permitted within jurisdiction: 2,600

During the pilot test there will be a maximum of 2,600 bicycles and 2,600 devices of the other types. The Directorate will give by email gradual authorizations to grow the fleet according to the saturation levels that are detected without there being an obligation to reach the maximum indicated.
The number of bicycles and individual network transport devices shall be divided equally between the concurrent operators, both in the pilot test and at the beginning of the ordinary operation.

The fee corresponding to the right to park the devices in the public space corresponds to the number of devices , multiplied by the quota established in the current Revenue Law.

Safe Infrastructure Requirements:
In accordance with the Mobility, Traffic and Road Safety Regulations, all operators are obliged to provide exclusive parking drawers, the application of which must be attached to the request for a mobility opinion not motorized

Data Requirements:
During the pilot test, the operator must deliver the MDS information through Provider API and it is recommended that you also receive information through an Agency API. In case it is not possible for the Municipality to receive the information through APIs, the operator must send to the Direction every week csv files whose content will be the following:
Origin: Where the trip begins with 100 meters accuracy.
Trip tracking: While the trip is open, position at least every 10 seconds with an accuracy of 10 meters.
Destination: Where the trip ends with 100 meters accuracy.
Trip start time: day, month, year, hour and minute of the start of the trip.
Travel end time: day, month, year, hour and minute of trip end.
Additionally the following codes will be integrated:
Trip id: identification of each trip with a numerical code.
Device id: unique number provided by the Address to the operator.
User gender: m, f, nb (male, female, not binary).
Date of birth of the user: day, month and year of birth of the user "

Public data reporting:
Page concentrating information on micromobility of the AMG, the information delivered to the Municipality will be made available to all the public, previously agreeing with the companies on how to present the information.
