The scooters must be located in a single row one behind the other and parallel to the curb of the platform and in no case may they impede or be located in front of: vehicle entrances and exits access ramps, school stops, access to land, or urban elements that can be restricted in their use due to the proximity of scooters. The location of scooters in the arterial road network and in the road segments destined for the ascent and descent of passengers (whereabouts) and for the circulation of vehicles of mass and collective public transport is prohibited.

The District Mobility Secretariat will grant permits for the commercial use of public space to companies to collect, together, a maximum of 3,050 scooters. Each company may obtain a permit to rent at least 100 skateboards.

Payment Method Requirements:
Registration and payment to the user will be for points of sale and face-to-face recharge, virtual platforms, web portal and user app. It will be through any electronic and cash payment through non-bank correspondents or other collection systems.
Connection to Other Government Goals:
Tax for the use of public space, seeks to recognize the negative impacts generated, in particular the restrictions on the collective right to use the public space and maintainance the requested space.
Safe Infrastructure Requirements:
The Mobility District Secretariat will define if the demarcation and signaling activities will be carried out by the entity or if they should be done by the operator as part of their debt for the use of public space. Signaling shall comply with the following parameters: The signaling design must comply with the provisions of the Road Signal Manual "Uniform devices for the regulation of traffic on streets, roads and bike paths in Colombia" (Resolution 1885 of 2015 issued by the Ministry of Transportation); the National Land Transit Code (Law 769 of 2002); the Mobility Master Plan (Decree 319 of 2006); the Territorial Planning Plan (Decree 619 of 2000 - Decree 364 of 2013); the Guidelines for the Implementation of Zebras and Pedestrian Trails in Semaforized Intersections of the Capital District of the District Mobility Secretariat, and with the other regulations in force for signaling, transit and transportation at the National and District levels.
Government Parking Requirement:
Demarcated area: there will be 86 demarcated and marked drawers in the road network where the development of scooter rental activity will be allowed. Each demarcated will have a maximum capacity of 30 scooters, taking into account a use factor of 1.5 for rebalancing these vehicles.
Equity Requirements:
It is important that the provider facilitates the approach with its users and with interest groups, and that it participates in the institutional and community instances if required, in order to mitigate the social risks and impacts that may arise from the economic use of the public space
The providers must inform the users, through notices on the scooters and on the app, the rules that must be followed for the use of public space. Before the user rents a scooter, the lender must inform the user, at a minimum, of traffic regulations and their price structure, including all surcharges, fines and other costs that may be incurred when renting the vehicle. The user may not allow the use of scooters by users who have not accepted the terms and conditions of use of the service. The above must be articulated with the PESV presented by the purchaser. The beneficiary must keep available, 24 hours a day, a person with decision-making power that acts as a contact with the District Mobility Secretariat and other authorities, to meet requirements or emergencies. The hours allowed for rental, loan or shared use will be from 5 a.m. to 10.p.m.
