The City of Phoenix has launched a permanent shared micromobility program in partnership with Lime and Spin. Each vendor can deploy up to 1,500 dockless vehicles across the designated service area under specific stipulations. At least 20 percent of the vehicle mix must be e-bikes or traditional pedal bikes. On top of this, 30% of all vehicles must be deployed in areas of historical disinvestment called Equity Zones. Lime and Spin must offer discounted rates to low-income individuals and customers starting their rides in the Equity Zones. The vendors must also provide vehicles for people with disabilities. Customers can use the vehicles from 5 AM to 11:59 PM every day.
Since September 2019, the City of Phoenix has permitted different vendors to provide shared e-scooters as part of a pilot program. In December 2022, the City Council approved a transition to a permanent program hosted under the Street Transportation Department. Shared micromobility is an effective means of transportation for short trips and can bolster active transportation in communities. As one of the largest cities to support a permanent micromobility program, Phoenix can model how to implement such a program in other cities across the United States.
