No person shall operate a vehicle in violation of a designation by the Washington Department of Transportation, the Director of Transportation or the Traffic Engineer reserving all or any portion of a street or highway, including any lane or ramp, for the exclusive or preferential use of transit coaches or other public transportation vehicles or carpools.
