HB 100 passed by the Texas legislature requires ride-hailing companies to receive a permit from the Texas Department of Licensing and Regulation in addition to paying an annual fee. The legislation also requires the companies to perform local, state and national criminal background checks annually. The legislation, however, does not require fingerprinting drivers and overrides local ordinances that had previously mandated fingerprinting, specifically in Austin where Uber and Lyft had pulled out of due to stringent regulations.
