In 2019, Mountain Line – the public transit agency serving the Flagstaff, AZ area – released a study assessing the feasibility of on-demand transit service. The study explores how the agency might be able to leverage on-demand service along areas of low-performing bus routes, or to improve first-last mile service. The analysis determines several areas in the Mountain Line service area that have no or limited transit service that should be prioritized for an on-demand program. Specifically, according to the analysis of existing bus performance, the report determined that in one particular area, an on-demand program could be more cost efficient than existing fixed-route and provide a higher level of service. The report then goes on to lay out a 5-year implementation plan for the envisioned on-demand program.
