"Taxicab: A passenger automobile with a seating capacity in the interior thereof for seven or fewer passengers, operated for the purpose of transporting persons for hire from points of origin within the City of Buffalo which either: cruises the streets of the City of Buffalo for the purpose of securing passengers; or receives calls from individuals or from dispatchers for the purpose of transporting passengers for hire; or is parked in a space as provided for in 437-19 of this chapter."
