TNC Regulatory Landscape, San Francisco, California, 2017

The San Francisco County Transportation Authority commissioned this report in order to inform its interaction with the the California Public Utilities Commission (CPUC), which oversees regulation and permitting of TNCs in California. This includes licensing, insurance, drug and alcohol testing, etc. Critically, CPUC is the custodian of the detailed trip data provided by the TNCs (see page 3 of attached document). San Francisco has petitioned CPUC for access to this data–in context of planning and safety needs–with no success.

This report also examines policies in other jurisdictions, and provides a good overview of how different states regulate TNCs.
