The City has adopted General Plan policies to reduce the total number of average daily traffic (ADT) trips and to evenly distribute the ADT trips throughout the non-peak hours. The purpose of this Chapter is to implement these policies by creating a voluntary, rather than mandatory, employer trip reduction program. Citation: Ordinance No. 1708
