This ordinance is the enabling legislation that created the Seattle Transportation Benefit District. The district authorities are empowered to raise revenue to implement projects identified in the city Department of Transportation’s planning documents and the Capital Improvement Plan (CIP). The Seattle voters would later pass a resolution to authorize a sales tax and vehicle registration fee to generate revenue for the STBD to support transit operations improvements.
