Commute Trip Reduction (CTR) Law, Washington State, 1991

Beginning in 1991 and continuing in 2006, the State of Washington passed legislation (the Commute Trip Reduction (CTR) Law and CTR Efficiency Act, respectively) to address traffic congestion, air pollution, and petroleum fuel consumption. The law, as codified (Revised Code of Washington §70.94.521) requires counties and cities with the greatest traffic congestion and air pollution to implement plans to reduce SOV demand. An additional provision mandates that the plans require “major employers” and “employers at major worksites” to implement programs to reduce SOV modes share (WSDOT).
