In 2019, Berlin-based transportation think tank Agora Verkherswende published its “Shared E-Scooters: Paving the Road Ahead” report, which features e-scooter policy recommendations for local German governments. The report provides an overview of the regulation passed in June 2019 legalizing e-scooters at the federal level, and it then details the existing driving market in Germany. It also explores different areas that municipalities will likely need to regulate relating to e-scooters, including fleet management, use of public space, and orderly integration into existing transit systems.
The authors also provide a toolkit with recommendations and best-practice regulations for both cities and private operators.
