The Colorado Energy Office has launched the Community Access to Electric Bicycles Rebate Program. Through this program, low- and moderate-income residents can apply to receive point-of-sale rebates on purchases for e-bikes. Residents can submit applications online between August 16th and August 21st. After the submission period, the state randomly selects 2,000 individuals to receive the benefit. Low-income residents receiving below 80% of the area median income (AMI) can receive rebates of $1,100 for their e-bike purchases. Moderate-income participants with an income between 80% and 100% of the AMI can receive rebates of $500. All selected participants can also receive additional rebates of up to $100 for purchasing a helmet or bike lock, $300 for an e-cargo bike, and $250 for an adaptive e-bike, meant for people with disabilities. To use the rebate, participants must purchase their e-bike within 60 days of receiving the benefit. E-bikes must be new and can only be purchased from a participating e-bike retailer within Colorado.
Upon its launch, the Community Access to Electric Bicycles Rebate Program is the largest state-operated e-bike incentive program in the United States. Boulder and Denver also operate separate e-bike discount programs. Residents in these respective areas can participate in both the local and state programs but must apply their discounts to separate e-bike purchases. States, counties, and cities are increasingly adopting e-bike incentive programs as part of their climate-related initiatives. Colorado’s program can hopefully inspire other states to implement similar programs.
