The Massachusetts Bay Transit Authority (aka the “T”) is exempted from certain state procurement restrictions so they can pursue some of their P3 strategies. Maintenance and operations account for 85% of all MBTA costs. Although MBTA, like many transit agencies, contracts out their maintenance they are expanding their RFPs to other operations. An example of an innovative procurement is the paratransit call center and TNC strategy and the analysis (see the MBTA entries, linked below).
