San Francisco’s Transportation Demand Management (TDM) program falls under the larger Transportation Sustainability Program (TSP) that includes three policy initiatives: the TDM program, San Francisco’s environmental review process under the California Environmental Quality Act (CEQA); and the Transportation Sustainability Fee (TSF).

The regulations require that the following new developments submit a TDM plan: residential with 10 or more dwelling units, group housing with ten or more bedrooms, any development over 10,000 occupied sf; as well as significant change of use as defined in the code.
