The City of Durham, which did not have a dock-based bike sharing system, permits the non-exclusive operation of dockless bike sharing in the public right of way, provided certain conditions are met.
Generally, the ordinance requires that the bike share operators provide anonymized data on the number of customers and trips (on the permit), indemnify the city, provide service to low- and moderate-income residents as determined by the Director of Transportation, operate customer service sites and phone numbers, and otherwise meet the performance standards.
